What is an NOA, and what to do after you get one
Last updated: · 6 min read
- An NOA is the office's formal letter saying you won the contract. It arrives on e-GP and by email.
- Under PPR 2025, in national tenders you give the performance security within 7, 10 or 14 working days of the NOA date and sign within 14, 21 or 28 days, depending on the office's official estimate. Follow the dates in your own letter.
- Before the contract you give a performance security. Under Schedule-2 it is 10% for goods and 5% for works and physical services.
- Miss a deadline and your tender security can be forfeited, and the contract can go to the next bidder.
- After the contract comes the work order, and then the work starts.
The steps
- Log in to e-GP, open the NOA, and read the contract price, deadlines and terms.
- Accept the NOA on e-GP within the time it gives.
- Get the performance security from your bank for the stated amount and submit it.
- Sign the contract at the office on the date it gives you.
- When the work order arrives, start the work and keep the contract records on e-GP.
NOA stands for Notification of Award. It is the office's formal letter saying that, after evaluating the bids, it is giving you the contract, for how much and on what terms. Once it arrives the clock starts: you must accept the NOA in time, give the performance security, and then sign the contract. A delay at any step can cost you the job.
When the NOA arrives
After opening, the office's evaluation committee checks every bid. The bidder who is qualified and offers the best evaluated price (usually the lowest evaluated price) is recommended for approval. Once approved, the office issues the NOA from e-GP. You are notified in your e-GP account and at your registered email.
How long it takes from opening to NOA varies: a few weeks for small jobs, months for large ones. But it must all happen within the bid validity. If validity runs short, the office can ask bidders to extend it.
What happens during evaluation
The committee first checks the bid is complete: the tender security is there, the required documents are there, the signature is right. Then it checks eligibility: liquid asset, turnover, experience of similar work. Then it compares prices and corrects any arithmetic errors.
The office may ask you to clarify documents during this time. Reply quickly if such a request comes on e-GP or by email. You cannot change your price at this stage. When evaluation ends, the committee's recommendation goes to the approving officer. The NOA follows approval.
Check your email and e-GP account regularly throughout. Many contractors see the NOA late and miss the deadline.
What the NOA says
- Which tender, lot or package
- The contract price
- The performance security amount and deadline
- Deadlines to accept the NOA and to sign the contract
- The time allowed to complete the work
Read the whole letter. If the contract price differs from your bid (for example after an arithmetic correction), make sure you understand why.
What to do, and how fast
Under the Public Procurement Rules 2025 (rules 48(5), 123(5), 123(9) and Schedule-2), the deadlines in national tenders are:
- Issue of the NOA: within 3 working days of approval, and before the bid validity ends.
- Performance security: within 7 working days of the NOA date (official estimate up to Tk 5 crore), 10 working days (5 to 25 crore), 14 working days (above 25 crore).
- Sign the contract: within 14 days of the NOA date (up to Tk 5 crore), 21 days (5 to 25 crore), 28 days (above 25 crore). International tenders: 28 working days for the security and 42 days to sign.
Deadlines can change with amendments, and what your NOA letter says is final for you. Check the latest rules on e-GP or the BPPA site.
Performance security
Before the contract you give part of the contract price as a guarantee, under Schedule-2 10% for goods and 5% for works and physical services, mostly as a bank guarantee. If your price was far below the office's estimate, an extra security may be required too. The details are in the performance security guide.
A tip: talk to your bank when you bid. If the guarantee takes several days after the NOA, time gets tight.
An example
Say an office in Bogura issues you an NOA on the 10th for a Tk 1.2 crore road repair, and the document says 5% performance security. Say the office's estimate is below Tk 5 crore. Then:
- Give the performance security within 7 working days of the 10th.
- So get a Tk 6 lakh bank guarantee arranged in advance.
- Sign the contract within 14 days of the 10th.
The bank guarantee usually takes the longest. Go to the bank the day the NOA arrives.
Signing the contract
Once the performance security is in, the office sets a signing date, usually at the office. Bring the firm's seal, the authorised person's NID and any documents the office asked for. Keep a copy of the contract.
After signing, your tender security should be returned. If it is not, write to the office.
If you are late or decline
- If you do not accept the NOA, give the performance security or sign the contract in time, the office can forfeit your tender security.
- The contract can go to the next eligible bidder.
- Repeated cases can lead the office or the authority to bar you from future bidding.
If there is a genuine problem, such as a delayed bank guarantee, tell the office in writing before the deadline passes.
After the contract: work order and start
After signing, the office issues the work order and the start date. e-GP's contract management module (e-CMS) tracks the progress, bills and payments. Take over the site, give the office your work plan, and keep measurement records in order for every bill.
NOAs are public data
e-GP makes many NOAs public: who won, for how much, at which office. ProcureIndex lists them on the awards page. See where and at what prices your competitors win, and use it to price your next bid. You can also look by district, such as Dhaka or Rangpur.
If you did not win and believe the evaluation was wrong, the rules provide a complaint process. Its deadlines are very short, so read the complaints section of the tender document straight away.

The rule numbers and the full table of times are in the NOA to contract post.
Rules and amounts change now and then. Check the latest rules on e-GP or the BPPA site before you bid.
