How to get LTM work: from office enlistment to picking offices
Last updated: · 6 min read
- LTM means Limited Tendering Method. Only firms enlisted with the office can bid.
- On e-GP, LTM notices are visible only to enlisted, logged-in firms. Who won and at what price is public.
- By ProcureIndex's count (to October 2026), about 44 percent of the contracts published on e-GP are LTM. It is the main market for small and mid-sized contractors.
- For enlisted firms the LTM limit is Tk 50 lakh for goods and services and Tk 5 crore for domestic works (PPR 2025, Schedule-2). Check your own tender before you bid.
- When many firms bid the same price a lottery can decide, so enlist with several offices instead of relying on one.
LTM (Limited Tendering Method) is a government procurement method where not everyone can bid. Only firms enlisted with the office, or firms the office invites, can take part. Many offices use it for small and medium work, Works in particular. By ProcureIndex's count about 44 percent of the contracts published on e-GP are LTM. For district contractors, understanding LTM means understanding nearly half of the market.
This guide covers what LTM is, why its notices are not public, why enlistment matters, and how to use our office pages to pick the right offices.
What LTM is
The Public Procurement Act and its rules (most recently PPR 2025) set out several procurement methods: OTM (open tendering), LTM (limited tendering), RFQ (request for quotation), DPM (direct procurement) and others. Under OTM any eligible firm can bid. Under LTM competition is limited to a set of firms.
Under Schedule-2 of PPR 2025, for enlisted firms the LTM limit is Tk 50 lakh for goods, physical services and single service contracts, and Tk 5 crore for domestic works. These limits can change, so follow what each tender document says.
For a full comparison of the methods see the OTM, LTM, RFQ, DPM guide.
Why LTM notices are not public
Anyone can read an OTM notice on e-GP. Not so for LTM. An LTM tender is visible on e-GP only to a firm that is logged in and enlisted with that office. Opened from outside, e-GP says you are not authorised to view the tender.
That means two things:
- ProcureIndex, or any other outside site, cannot show live LTM notices or send alerts for them.
- LTM contracts, that is which office gave which firm how much work, are published by e-GP. From them you can see how much LTM work each office gives.
So you will hear about new LTM work through your own e-GP login once you are enlisted. ProcureIndex helps you decide where to enlist.
Enlistment: get on the office's list first
The first step to LTM work is to get enlisted with offices that give LTM work. For Works, the engineering departments such as LGED, Roads and Highways, Public Health Engineering and Education Engineering usually keep their own enlistment. Each has its own rules, forms, fees and renewal cycle.
Usually you need:
- e-GP registration (if you do not have it, see the e-GP registration guide)
- Trade licence, TIN, BIN and a bank certificate
- Experience certificates and other papers for your contractor class
- The department's fee
The paper list and fee differ by department. Before applying, check the latest rules with the office or on the department's website. Enlistment expires, and if you do not renew on time you may not be able to bid in that office's LTM.
Why the lottery is a reason to spread your bids
In domestic Works LTM (from enlisted firms), a bid more than 5% below or above the office's estimate is cancelled (rule 80(2), Schedule-2). When several qualifying bids quote the same rate, a lottery decides (rule 119). Beyond that, go by what your tender document says.
With a lottery, nobody can tell in advance who will get the work. Bidding ten times at one office and getting nothing is normal. The sensible business approach is to:
- Enlist with several offices in your area instead of relying on one
- Bid regularly at offices that give many LTM contracts each year
- Keep track of the cost of each bid (document fee, tender security) so many bids do not turn into a loss
To learn about tender security see the tender security guide.
Pick offices with ProcureIndex office pages
Each office page has a "This office in LTM" section with LTM work for the last 3 fiscal years (July to June), from contracts published on e-GP. You will see:
| What | Why it helps |
|---|---|
| LTM awards per year | More awards means more chances to bid |
| Total value and typical contract size | Whether it fits your capacity |
| Number of different firms | More firms means the work is shared widely |
| Share to new firms | Whether newcomers get work too |
| Months when awards cluster | When to be ready |
A few simple rules:
- Open your district page, for example the district tenders page. Its list "Offices giving the most LTM work in this district" covers the last 12 months.
- An office with many LTM awards, many different firms and a good share to new firms is a good place for newcomers.
- Compare the typical contract size with your experience and liquid assets. Offices with very large contracts are hard to qualify for at first.
- Where a few firms win again and again, there may be less room for newcomers. That is not an accusation, only arithmetic.
- Before the busy months, have your enlistment, papers and bank ready.
Remember these numbers describe the past. There is no guarantee next year brings the same amount of work. Budgets, projects and rules change the picture.
Beyond LTM
We cannot show live LTM notices, but we can show OTM and RFQ. See open tenders in your area on the today's tenders page and set an alert by district or office. As you build experience you will qualify for larger OTM work too.
For more questions see the FAQ.
In short
- To bid under LTM you must be enlisted with the office. Notices are visible only when logged in to e-GP.
- For enlisted firms the LTM limit is Tk 50 lakh for goods and services and Tk 5 crore for domestic works, and in works your rate must stay within 5% of the estimate.
- Because of the lottery, enlist with several offices instead of relying on one.
- Decide where to go with the LTM figures on ProcureIndex office and district pages.
Rule numbers and detail are in OTM, LTM, RFQ, DPM under PPR 2025.
Rules and amounts change now and then. Check the latest rules on e-GP or the BPPA site before you bid.
