Qualification: experience, turnover, liquid asset and PPR 2025
Last updated: · 4 min read
- Qualification criteria are written separately in each tender document. What an office may ask for is in rules 65 to 67.
- To show financial capacity, an office can ask for a balance sheet, annual turnover and tender capacity papers.
- Even the lowest bidder is checked again at the end. If you fail there, the next firm gets its turn.
- Some LTM works need no past experience. Check what your own tender says first.
A big reason people lose despite the lowest rate is qualification. Here is where the conditions come from, which papers are asked for and when they are checked.
This is not legal advice. The amounts and conditions are in your tender document (TDS and qualification table), and those are what bind you. Sources at the end.
Who sets the conditions
The rules say what an office may ask for. How much is asked in a specific tender is written in the tender document (rule 65(3)). So the document counts, not a figure you read in a post.
Financial capacity: turnover, balance sheet, tender capacity
Under rule 65(2)(জ) a firm must show it has the financial capacity for the work. The proof asked for can be a balance sheet, annual turnover and tender capacity papers. The firm must also assure that it:
- is not insolvent,
- is not under a receiver or independent auditor appointed by a court at the request of creditors,
- has not been declared bankrupt,
- has not been temporarily barred from business for financial reasons,
- and has no case pending for these or any other reason.
Rule 66(ঙ) lists the papers: a bank report, balance sheet, annual turnover and proof of tender capacity.
Liquid asset needs a separate word. I did not find a specific figure for it in the rules. The amount and the calculation rule sit in the qualification part of each tender document. Read that part carefully.
Experience and capacity
Under rule 67(5) an office may look at experience this way:
- the minimum number of similar works you completed,
- their value, individually and in total,
- the countries you worked in,
- for supplies, your supply capacity.
It can also ask about key staff, minimum equipment (owned, or brought in on a rental arrangement), production capacity and the other conditions of the tender document.
One waiver. Rule 65(6) says that in domestic LTM works within the Schedule-2 limit, experience of past work is not required. It is a real chance for small and new firms. Still check whether the office wrote something else in the document.
Which papers
Under rule 66 an office may ask for:
- a trade licence,
- TIN and VAT registration certificates,
- an affidavit that no court bar exists,
- professional registration papers, a list of equipment, a list of past work and the number of technical and administrative staff,
- the bank's financial capacity report.
Checked twice
Evaluation has four steps (rule 118(2)): preliminary examination, technical check and responsiveness, price comparison, and finally post-qualification. Under rule 121 the lowest firm's qualification is checked again at the end. The office can verify your past work with references you gave, and can visit your office or site if needed (rules 121(2) and (3)). If the lowest fails this check, the next lowest is checked (rule 121(5)).
What to do
- Take the qualification table in the tender document and write your paper next to each condition.
- Keep completion certificates and contract values ready so an office can phone and confirm.
- Keep the balance sheet and turnover papers up to date, and get the bank's financial capacity certificate ahead of time.
- Check you qualify before you bid. The Bid Brief on a tender page lists the eligibility conditions separately. Plans are on pricing.
- See what kind of work is coming in your district on all tenders, and what rates win on the rates page.

Common questions
- Are turnover and tender capacity in the rules?
- Yes. Under rules 65(2)(জ) and 66(ঙ), an office can ask for a balance sheet, annual turnover and tender capacity papers as proof of financial capacity. The amounts are in the tender document.
- Is experience needed for LTM works?
- Under rule 65(6), past experience is not mandatory in LTM domestic works within the Schedule-2 limit. Still, check what your tender document says.
- Why can I be rejected even as the lowest?
- Qualification is checked again at the last stage (rule 121). If your papers or capacity do not match, you can drop out even as the lowest.
Rules and amounts change now and then. Check the latest rules on e-GP or the BPPA site before you bid.
